Responses to cyber attacks must be proportional to the attack made. If a foreign government shuts down a portion of the U. S. power grid then every electric power plant in that country should receive a tomahawk in response. It may take a week to reboot all of our electric grid computers but it would take years for them to rebuild the boilers for their power plants. If they crash our airport control systems then we crater all of their runways. If they cause a meltdown in a nuke plant as what happened in Chernobyl , causing hundreds of square miles to be contaminated and the lives of hundreds of Americans , then nuke their ass. If you want to play with fire , expect to get burned.
How would you know if the attack was from some rogue hacker in an area or from a nation's government? I would hope we wouldn't just Bush it, and shoot first and ask questions later right?
I don't know how the pentagon knew it was a nation/state that hacked them instead of a private citizen. I would guess the way it was done and if it took resources that would be too expensive for a private citizen. They seem to know it was a nation/state because they said it was in a news conference.
The CIA should have a team that either arrests or kills anyone that they catch trying to hack into the nations government computer systems.
