The 13th game for playing in Hawaii has been in effect for several years. Don't know about the second bye week. A lot of schools wouldn't be able to fit a second bye week into the framework of their schedule and still complete their season on the last weekend of their conferences seasons. Unless they took the bye the first week before everybody else started. BYU isn't in a conference so they could play a regular season game on the same date as the conference championships for most teams, except for the Big 12 which doesn't have a conference championship game.
Army or Navy for example don't play each other until a week past the date of the conference championship games. They could play Notre Dame, another independent. But most likely they would find a semi respectable team that would travel to Provo for the payoff.
The rule has been in place but it was amended a year or so ago to allow the 13th game to be played a week before the regular season starts and for those opponents to play that weekend. If you wanted, you could play your 12th game that weekend (this weekend for example) and fit the 2nd bye week in later in your schedule. You'd start your season this weekend and work the 2nd bye week in later so you finish the same time as everyone else..
