    And I agree, however I don't think he is easing their minds because of "inevitable changes" as much as he is easing their minds about the collapse and future of the program.

    Could coincide with each other depending on ones outlook. And one could eventually link to the other depending on changes made or not made, and the later outcome of said changes.
