Which 20 years? 1980-2000? Alabama dominated the SEC in the 90s; only second to Florida's consistent performances in the championship games. 1992 and 1999 belong to Alabama. Alabama won SEC championships in the 1980s, also. The "dark" period was perhaps 2000-2006; but even then Alabama won 10 games in 2005, a Cotton Bowl, and rose to No. 3. Mississippi State's glory "seasons" were 1998 and 1999... an SEC west title and a 10 win season in 1999. Pales in comparison to the Crimson Tide. I would put Saban probably 3rd in the list of Alabama's best coaches, IMO.
Considering how Alabama was unfairly targeted, I'm not sure I'd call it "cheating". Let's look at Auburn and how THEY cheat. Their 1993 unbeaten team was on probation, and their 2010 "title" should be vacated due to the Newton pay-for-play scandal. Auburn has never won a legitimate national championship.
