College football rules changes for 2009 Teams can now both wear colored jerseys as long as the home team agrees and the home team's conference agrees that the colors are sufficiently contrasting. Conferences will review video of certain plays deemed dangerous due to helmet contact and, if necessary, impose further punishment. If a player is ejected, the review is required. Punters will lose special protection if they run outside of the tackle box before kicking the ball. This will apply to rugby-style punters, who will lose protection from roughing and running-into-the-kicker calls if they are more than 5 yards from either side of where the ball was snapped. Another rule change rewrote the offensive formation rule to limit backfield players to four, thus eliminating illegal-formation penalties if only 10 men are on the field. Previously, the rule was written to require seven players on the line of scrimmage.

So does this mean if a player gets flagged for helmet-to-helmet and the replay shows it was a shoulder pad hit, then the flag gets waved off? It's unusual to see a replay rule that actually allows the official to change the penalty to make it more severe.
its more likely the flag stands though the player may be allowed to return. although @ Auburn, its likely the flag wouldnt even be warranted.
Here's the relevant rules explanation from Rogers Redding that makes it a little clearer: Flagrant Personal Fouls (Rule 9-6). For 2009-10 the rules committee has added a new section that calls for conferences in the days following a game to review certain particularly dangerous plays. This new rule says that if a player is ejected for any flagrant personal foul the conference must review the game video for possible further action. In addition, if the officials call fouls for targeting defenseless players or using the crown of the helmet and the player is not ejected, the rules mandate a conference review. Furthermore, if the review by the conference reveals actions that should have resulted in a personal foul but were not called, the conference may impose sanctions. I was a little disappointed in this one, which tells me that they're going to keep calling celebration unsportsmanlike penalties like throwing the ball in the air. If yall remember, there was an officiating crew that caught a lot of flack for that call in a close game last year. 2. Sportsmanship. The committee made no changes in the sportsmanship rules. Furthermore, the committee was unanimous in its endorsement of the way the sportsmanship rules are currently written and officiated. To underscore its concerns, the committee added a Statement on Sportsmanship to the introductory section of the rule book. This statement emphasizes the importance of discipline by players and coaches, and reminds coaches of their responsibility for controlling the behavior of their players.
