While the media and people will tell you Top Secret is the "highest" that is actually technically true but a lie in practice. For what one would consider "special programs" or "operations" it is usually hidden at each departments specific direction at a level few can access.

We have examples of this throughout all presidencies with few exceptions.

the baltics and poland agreed with trump, they built LNG ports. germany and others didnt listen. now europe is in the exact energy crisis trump tried to help them avoid by distancing themselves from russia.
