The SEC rule also allowed counting back to previous classes so if under the 25 in the previous year then you can sign more than 28. The rule change after NSD was putting a limit on the players you can count back based on the 85 in the previous year instead of the 25 enrolled in the previous class. Also have to be an early enrollee to count back.

Those were all loopholes the SEC was exploiting and why there became a reason for an additional rule anyway so that's all a wash imo but I actually like the idea of being able to place as many kids as legitimately possible. I've also read a good argument by Tubberville FOR oversigning with regard to JUCCO placement but I ain't tellin fish.
