Not so much additional personnel, but deadwood personnel. It is difficult to fire a civil service employee unless they commit malfeasance. Some of them manage to hang around longer than they are needed as long as they get satisfactory evaluations. This really isn't too much of a problem at most levels of government. The low-paid positions have aways been full of minorities. The higher-paid positions are now ringing adequate numbers of qualified minority personnel except in some highly specialized fields. And no one is forced to hire someone who can't meet the basic qualifications.
I can tell you that the unions here on the air base have the gvt by the balls. An example: Guy gets popped for drugs and rats out almost an entire shop. The MP's roll the mobile drug lab along with the dogs and completely surround the building. Everyone goes in and fills their cup and they are handing out pink slips at the door. A few months later almost everyone of them are back on the job. There are people that just stop coming to work for weeks sometimes a month and they just can't be fired. It is nuts.

I am in favor of collective bargaining, but I do not approve of the way US unions are run. Louisiana is a right to work state and we don't have many union issues that get in the way.
The federal government has decided their employees must have the same look/composition as the American population...in essence quotas. Discrepancies are only allowed when targeted personnel numbers are above requirements. The problem with "basic qualifications" is they continue to decline and can often be circumvented by loopholes. There are many people holding positions they didn't earn. These "hirings" and "promotions" cost us a lot of money due to a lack of experience, poor decision making, judgment issues, and a lack of training/education.
