Uhm, they all developed into superb passers from anywhere, but each is/was a dual threat. Young is one of the best running QBs of all-time. Elway arguably the most athletic QB ever. Andrew Luck is in that mold. Just because they don't look like a Tannehill or Vick slender build WR type doesn't mean they weren't dual threats. Look at Alex Smith who has made a similar transition. These guys became lethal because they ran only when they had to .. play smart from the pocket and run when needed. Heck, Brees picked up a fourth and long on a run. He didn't get the W ultimately but he used his athleticism when he had to and only when it's do or die.
All the successful dual threats can complete a pass, and over time they learn, one way or another that the pass is option one, two, and three. If the quarterback find, then hit the open receiver, he will not win championships. The "faster" the defense, the truer this is.
They aren't dual threat quarterbacks though. Hell Fran Tarkenton could run around, how many designed runs other than sneaks did they run? Not that many. I'll concede Steve Young because for his career he averaged about 30 yards per game on the ground.
They are few and far between. Most "DTQB's" are glorified running backs that can't read defenses, can't go through progressions to find secondary receivers, can't consistently and accurately find their targets and don't have the ability to process information quickly. Leslie loves em though and even insanely tries to convert em into Pro-Style Drop Back I-Form Pocket Passers.
Cam Newton and Vick are pretty good players, Vicks problem was his work ethic, no one question his arm.
Vick has never been worth a damn in the nfl. In fact I think he is below 50% passing for his entire career. Good runner though
