how are these guys not wearing vests as permanent uniform at this point.

 

True. They are changing daily patrols to two-man units. Will only cut down on response time since it essentially cuts the force in half.

 

dallas and other areas were already doing that.

 

Dallas' police dept seems to be a step ahead on everything. They've definitely put things in place to build relationships between force and community.
