Yes that is the rule, Pitchers cannot have anything white or reflective on their arms or hands. The think it makes it harder for the batter to pick up the ball quickly. That is why most pictures DONT have their finger out their glove, wear a batters glove on their glove hand, dont wear white sleeves, etc......
