You're right. And the out of state tuition should be the same as in state. UNO has great out of state rates and their numbers are finally starting to rise. New Orleans is a destination.
I think I read LSU has a larger African American student population than most HBCUs. Curious if they have steady enrollment.
The HBCUs are historical and their identity could be preserved along with inter cooperation academically between schools. I think UNO and SUNO cooperate. They're physically next to each other.
