Different rule for different organizations but in general, contact with the rubber should be maintained until the ball is released. I'll have to check how the NCAA views it.
As long as the rear foot is dragged along the ground it's still considered in contact with the rubber and therefore it's a legal pitch. The ball must be released before the rear foot loses contact with the ground. This is part of the reason it's so hard to hit a good pitcher in fastpitch. The elite pitchers are throwing 65-70 mph and releasing the ball 35 ft from home plate....with movement.

It was her fourth perfect game this season and third in her last four starts. She struck out 17. Fico tries to break the record today when Masuk plays at ND-Fairfield at 4:15. The record of 20 is held by Marissa Marzan of Fresno, Calif. (1998-2001). :geaux:
