The article is a exaggeration with a misleading title. The carmakers don't care if you work on your car. They do care about people tampering with their proprietary software, giving hackers access, or their foreign competitors pirating it. It already renders your warranty void and it can make a car unsafe or in violation of existing state and federal laws. Tampering with the emission controls is a violation of federal law and the software controls that. There is a balance to be found here. Street vehicles must meet certain safety and environmental standards and there are already many things you cannot tamper with on a street legal vehicle. But vehicles intended for racing or for private off-road courses could be exempted.
Many vehicles can go to the track and be street legal at the same time. Would be very stupid if such law was passed.
