Should they have them, NO, and I guarantee that there is not one maximum security prison that allow them. However, this is a worthless piece of legislation that is not needed. It will be a waste of time and money to enforce it. Just saying. Really? So someone that it in prison for a 1 year stint for stealing a TV shouldn't be able to send or receive mail from his children or love ones?
