    Word is that most if not all of this 4.5% didn't send in their votes at all.

    That makes much more sense.

    Does make sense. But maybe those bastards shouldn’t be counted. Seems dumb of Deloitte to offer stats on ballots that weren’t sent in.

    Exactly. When reporting election results, you don't use number of registered voters as your base for figuring per centage of vote.
