the answer is no. a receiver can only block his man if the pass is thrown behind the line of scrimmage (like a screen pass). the intent of the "rub" is to get the corners to run into each other or the wr on the switch, but the receiver can't block. the rule you're talking about is for the defense. the defender can make contact with the receiver within 5 yds of the line of the los and then he can't touch or impede the wr again or it's pass interference.
Think how much better it would look if the D didn't take the foot off the faggies throats and allow all that 4th quarter scoring.
