It means that it is a position that normally flows to the ballcarrier while maintaining your gaps. It should be instinctive for a defensive player to do this. I even put in a qualifying phrase "depending on what he is asked to do". The blown coverages statement was meant to express the fact that if you miss an assignment at LB you are often not the last line of defense. If a safety blows his assignment there is often no other person to prevent what could be a touchdown.
