What? He did a terrible job of running the Rangers, I bet the MLB and the owners would never let him back into the league.

Actually, if he wanted it, he would get it. He is respected in the ring of MLB owners and actually did a great job with the Rangers economically. Made some questionable calls on trades, but with MLB trades you never really know. He turned a 600,000 investment into $15,000,000 when he sold out. As a managing partner, he did very well with only a small stake... But he doesn't want it. He was asked whether he wanted it and he said no...
If that was the criteria I don't think former Milwaukee Brewers owner Bud Selig would have gotten the job.
