I think Bush's strategy on this one is quite clear: he doesn't really wish for anybody to pay attention to his Administration's moves and thus doesn't really want to have a press secretary at all, so chose one with the most irritating voice he could find in order to keep people from listening.
No, actually he's just your typical, dishonorable lying Bush apologist. Among other things, he championed the Swift Boat Liars for Slime and falsely accused John Kerry of attacking our troops.
I'll console myself with knowing that the word "swiftboating" has now entered American political lexicon as describing the process of employing deceitful cherry-picked half-truths to smear an opponent. Unfortunately, justice will never be rendered until the names of those "Swift Boat Vets for Truth" are included in the dictionary as examples for the definition.
The Swift Boat circus was one of the biggest jokes in recent memory. Several of them were either exposed as outright liars (regarding the time they served), or were shown supporting Kerry in previous years. Anyone who was swayed by such an epic farce should be ashamed. Of course, I'd say most, if not all, of the tactics employed in the 2004 election from BOTH camps were utter embarassments, and embody the sad state of affairs that is politics in America.
