You can't really cite the Tax Policy Center study because they made assumptions on what Romney would cut which may be faulty. Their assessment of his plan is utterly worthless. And what the blog you cited posted about the affordable care act reducing the deficit is also false. The latest CBO scoring shows it will cost twice as much as anticipated and run at a deficit. That was before the repeal of the terrible 1099 requirements which were included in the act. The requirements were supposed to pay for 10% of the bills programs. That money is now gone and wasn't replaced. So a bill that was once scored as deficit neutral now adds to the deficit.
assumptions yes, but they are assuming on whats currently in tax policy and his plan doesn't add up. Do you think it adds up. By not adding to the deficit?
In principle I think you can cut marginal rates and offset the cuts by closing credits and deductions. The only way to say it doesn't add up is to assume you know the mechanics of it as Brookings did.
I don't even think it is that hard. We exempt trillions from taxation every year through deductions and credits.
