why was hillary dealing with these secrets outside of secure locations? unlike trump, she didnt have the authority to declassify. surely she was selling secrets to the russians, right? why else would she have this private server? also, servers on the internet are far more vulnerable than physical files locked up at mar a lago.

You are correct. They merely said they didnt think she "intended" do do any harm. We do know the left is very good and suspecting ones intent frequently.
You thought wrong. The two main points: 1. It was not illegal for Hillary to conduct state department business on a private server. It had been done by prior administrations, and later was made illegal because of Bush Administration abuses. 2. It would have been illegal for Hillary to willlfully maintain classified documents on her server, but she didn't. The Comey investigation that cost her the election found exactly zero such emails/digital documents.
The laws specfically require intent, and intent has to be proven. But there weren't any classified documents, anyway.
