In theory yes but as we've seen in practice it takes a lot more than that. Popularity or the lack thereof isn't the measure. It's whether or not the president in this case is a danger to the country. That's one reason Clinton's impeachment was a failure. The republicans wanted him out for political reason not because he was dangerous but because they didn't like him.

Senators and House Reps of the President's party won't go on record voting impeachment unless their constituents back home strongly pressure them to do so,.. it is the public political tide that will decide a President's fate.
