The difference is getting a free hummer is legal, paying a prostitute is not. I still don't understand how you can give it away all day every day and that's all right but you charge a few bucks once and you're a criminal, but that's the law. Prostitution is another crime that the moral police have put on the books.
It gets more complicated if prostitution is a crime there. But public officials are usually held to a higher standard as they should be, so even if it wasn't a crime, its still a problem. Resignation is the best course of action for him.
