Director Comey specifically stated during his now infamous press conference that intent had to be established based upon past precedent and it simply never was. The Federal Bureau of Investigation conducted a full and thorough investigation under the watchful eye of the nation and found that there was insufficient evidence to establish intent, much less to bring charges.
