It's not as stupid as it sounds. The breaks in the system have been temporarily patched. This fix will restore it back to its original form. They need to have this done before next hurricane season. I don't think most people can comprehend how much money and how long it will take to completely redo the entire levee and floodwall system. First off, it takes funding from Congress to do studies ... which may take a couple of years. When the studies are done and Congress funds the project, it'll take a decade (at least) to build the new system. You can't build this thing overnight....
