Of course it makes sense. That's why such a nebulous statement like "poor countries" makes no sense if we are going to talk about renewables and going "green". The vast majority of the world's poorest countries are on the African continent. But Obama won't say that. They aren't going green or renewable any time soon because until they get out of a certain level of poverty, nothing else matters. Just surviving is what they do. China, OTOH, is where the conversation needs to take place. They have a very high consumption rate and there's a shit ton of money there but the vast majority of their population is similar to Africa. They just tryin to get by. The boys in charge don't care about polution and they don't need investment. And so I get pissed off that we sent $1B to a lost cause. It was nothing more than appeasing another "world" organization. Fuck that. We need to take care of shit at home.
Quite an ugly site IYAM. There is a massive one just west of Palm Springs. It provides a brief "woah" moment when you first see it but then it's just ugly.
