Our "allies" Poland and Czechoslovakia were allies of the Soviet Union several years ago, you know. They never really wanted the missiles, they wanted the US dollars and jobs that came with them. They also felt that US bases there would prevent the Russians from occupying them again. The missiles were always a bad idea in eastern Europe. The Russians were bound to be provoked by them and they were. They stymied us on numerous issues in protest. The stupid thing was that they gained us no strategic advantage at all for the huge policital cost and the immense expense in US dollars. Bush has the right idea installing interceptor in California and Alaska to defend against possible Korean missiles that actually exist. But installing them in eastern Europe to protect from Iranian ICBMS that don't exist was foolish. Of course the Russians suspected that they were there to inhibit them. And they were in excellent position to shoot down Russian missiles. It would be like Russia putting interceptors in Canada to protect them from Mexican missiles. It was a needless provocation. And hugely expensive. What the plan has been for Obama is a bargaining chip with the Russians. We're getting something in return for scrapping the plan, the Russians are softening in their support of Iran.
