Yes, there are those in the military that are under-21. In the U.S., though, they are still considered adults. Besides the fact that it seems that the majority of those who gave their lives in this war have been over the age of 24 or so. Furthermore, once you turn 18, you don't need parental approval for any documents. I don't know where you got that from. They may be young, but are certainly not children.
