Not offered in Louisiana it seems. I'm surprised since about 25% of our population would surely qualify based on their rules. Tax payer money at work...free cell phones to go along with free housing, transportation, food, education, healthcare, and money! Oh, don't forget, we're now throwing cash at people that want to buy new cars!
i didnt read the story. is this for any kind of use cell, or emergency only? if its for emergency use only (programmed to only call 911) thats not so bad. we have a program here run by the county sheriff that offers emergency programed use cell phones to low income seniors. edit to add: now that i think about it, the low income seniors emergency use only cell phone program may run on donations. im not sure if there is any govt money or if the sheriff's office just administers it.
I am pretty sure that any cell phone (with or without service) is capable of dialing and completing a 911 call. If you have an old one that is not being used, it should still be capable of dialing 911.

i have no problem with a free phone. those are basically free anyway, but to pay for service/minutes is absurd.

According to the FCC, The program allows: Lifeline Assistance provides discounts on basic monthly service at the primary residence for qualified telephone subscribers. These discounts can be up to $10.00 per month, depending on your state. Link-Up America helps income-eligible consumers initiate telephone service. This program pays one-half (up to a maximum of $30) of the initial installation fee for a traditional, wireline telephone or activation fee for a wireless telephone for a primary residence. It also allows participants to pay the remaining amount they owe on a deferred schedule, interest-free. It sounds like the federal program subsidizes half the installation fee up to $30 and a discount of $10 a month, no free telephones and service. if a company is offering free telephones and service, they are doing it on their own--free enterprise. Phone companies expect that users will use and buy more minutes apparently.
Why do you have a problem with that? Your tax dollars are paying for crack right now as I type and you have a problem with free phone service? Aren't you a big advocate of the free ride?
