Self-reporting a major violation should not absolve a school.

Every school self-reports minor infractions all the time and are rewarded usually by the NCAA acccepting their self-imposed penalties. LSU voluntarily gave up two scholarships in 2005 because two players received tutoring without paying for it (less than $200 worth). The NCAA approved.

But a major violation, even if self-reported, cannot be papered over. I think Oklahoma got off lightly. And so will USC.

I completely agree but as you pointed out lots of self reporting is being done and it tends to mitigate the situation. My question was merely to ponder whether it might make some schools avoid the self reporting if it makes no difference or if the sanctions are inconsistent.

I also think the Sooners didn't get it as bad as they could have. It gives me no calm though in pondering the NCAA's actions regarding USC.

Same will happen to USC. To much money to be lost.
