Most of the blame falls on FEMA (whose job it is to provide disaster relief) and the US Army Corps of Engineers (whose job is to see the levees are adequate). The heads of these agencies and the agencies they work for are Bush administration appointees. If Bush does not hold these people accountable, then he is at fault too.

I'm going to wait a few months before I start joining in the blame game. There's enough (about the slow response) to go around.

Damnit red, what about the ones in the clinton admin? What about the ones before that, and the ones before that, and the ones before that. People have known for decades what would happen, and no one has done anything. This argument isn't founded on common sense. It 'looks like' just a way to place some of the blame on Bush.

Salty, there may be plenty of blame to place on former administrations (like SF says, better later than now) all the way back to Hoover for the levees being inadequate. But the failure of FEMA to respond adequately to this crisis has nothing whatsoever to do with Clinton. Clinton is history, amigo.

Bush is the president right now. He appointed the heads of Homeland Security and FEMA. It is his responsibility to see that they do their jobs. The buck stops with him. At least it is supposed to.

My comments were addressed at the Ben Stein comments that Bush was in no way accountable for any blame--pure politics unrelated to reality. The hurricane damn sure ain't his fault, but holding his appointees accountable surely is his responsibility.

FEMA has done an outstanding job. They were ready, for the most part. They are humans as well. FEMA was on the ground immediately in Miss. They would have been in N.O. also, except people (term used loosely) were shooting at them. Bush has addressed this and, it doesn't sound like he is blaming FEMA. He blamed the leadership of this state. Which he has every right to do.

Youre kidding, right. Much, much fallout is going to happen because of FEMA's inadequate response.

When did Bush blame the leadership of the state? What exactly did he say? I've heard nothing like that.
