    PROPOSAL NO. 2005-54 – ELIGIBILITY – GRADUATE STUDENT OR POSTBACCALAUREATE PARTICIPATION – TRANSFER ELIGIBILITY.

    Status: Adopted - Final

    Intent: To permit a student-athlete who is enrolled in a specific graduate degree program of an institution other than the institution from which he or she previously received a baccalaureate degree to participate in intercollegiate athletics regardless of any previous transfer.

    Bylaws: Amend 14.1.9, page 140, as follows:
    "14.1.9 Graduate Student/Postbaccalaureate Participation. A student-athlete who is enrolled in a graduate or professional school of the same institution from which he or she previously received a baccalaureate degree, a student-athlete who is enrolled and seeking a second baccalaureate or equivalent degree at the same institution or a student-athlete who has graduated and is continuing as a full-time student at the same institution while taking course work that would lead to the equivalent of another major or degree as defined and documented by the institution, may participate in intercollegiate athletics, provided the student has eligibility remaining and such participation occurs within the applicable five-year period set forth in Bylaw 14.2 (see also Bylaw 14.1.8.2.1.4).

    "14.1.9.1 One-Time Transfer Exception. A graduate student who is enrolled in a graduate or professional school of an institution other than the institution from which he or she previously received a baccalaureate degree may participate in intercollegiate athletics if the student fulfills the conditions of the one-time transfer exception set forth in Bylaw 14.5.5.2.10 and has eligibility remaining per Bylaw 14.2. Graduate Student in Specific Degree Program Transfer Exception. A graduate student-athlete who is enrolled in a specific degree program in a graduate or professional school of an institution other than the institution from which he or she previously received a baccalaureate degree may participate in intercollegiate athletics, provided the student-athlete has eligibility remaining and such participation occurs within the applicable five-year period set forth in Bylaw 14.2 (see also Bylaw 14.1.8.2.1.4)."

    Rationale: This proposal would allow a student-athlete to enroll in a specific graduate degree program at an institution other than the one from which he or she earned a four-year degree and be immediately eligible for intercollegiate competition, provided the graduate student has remaining eligibility. A student-athlete who earned his or her undergraduate degree has achieved the primary goal of graduation and should be permitted to choose a graduate school that meets both his or her academic and athletics interests, regardless of his or her previous transfer history.

    Rhett Bomar was kicked off the OU team and will never play for the Sooners again. He was suspended from playing in the NCAA for a year. He is at Sam Houston St and will get to play next year for them.

    Well in that case, I can see how this rumor could have legs. From his perspective, its a great opportunity with a college football powerhouse who may be QB away from contending for the NC (more than likely not).

    Well, for one - that really has no bearing on next year. But really I was more just saying it in reference to his comment about LSU being a possible NC contender (with the assumption that OU would not be).

    I just don't see OU declining to where they won't be a top 10 team. Which of course means they start out the year in the mix for an NC. And especially if they get Flynn, OU's stock rises. All of that has to enter Matt's mind at this point. And he may feel like he didn't get a legitimate shot at contending for the starting QB's spot this season and its a bone of contention with this coaching staff. And he could think that he will get overlooked next season for a more flashy and talented RP.

    I don't see how he could honestly feel this way. He was given lots of reps with the 1st team and chances to show that he would be more deserving of the first string spot. By all reports, it wasn't even a close competition - JaMarcus just looked better in all aspects.

    Possibly. It depends on how well he views RP as having been performing at practice this year, which I've heard conflicting reports on. Personally I heard RP has been looking very impressive, but another poster here said that he has not looked very good at all.

    First let me say I really really hope this is just a false rumor.However you can't fault a guy that has paid his dues and been a complete team player for wanting one shot at being a starter. Flynn would start on almost any if not any other team in the SEC and is a quality QB. His NFL stock would rise greatly if he could go to another team and earn the starting job. I want him here and really hope he stays but would understand if in order to get his shot he needed to be elsewhere. More playing time that he has clearly earned and this would probably not even be a rumor.

    I'd like to see the number of second string QBs that have gotten more PT this season than Flynn has...

    I've heard conflicting reports on whether or not he'll NEVER be a Sooner again. The teacher two doors down from me was Bomar's 8th grade English teacher, and she hears from him occasionally. I'll see if she knows anything.

    Unless someone was actually at the practices, then all of that is hearsay. You could be right about all of that, but how credible are these kinda reports.
