It's an exaust hanger. The little handle bar things go threw rubber hangers, and the exaust pipe is clamped in the ring. Ah .. I see lblanc has already beat me to it.
Is it some type of uni-strut bracket to hold tubing? I notice the two arms have 'tits' on the end indicating that there might be a rubber boot that attaches to eliminate vibration? Just a shot in the dark!
