Close enough. It is an older auto body shop tool used to roll out creases. After I posted it I got to thinking that it sure looks like a handheld "English wheel".

You could probably use it that way. More than likely it has been tried already, considering the user group it was marketed for.
I wonder how many people here even know what you're talking about. My dad taught me to make 1 when I was a kid.
