    While we are trying to figure this out, would anyone mind if I asked my learned colleagues to put a caption on this photo? Reason is, I think it belongs in this thread, because I can clearly ask, "What is it?"

    when red called me city bot i took it is a hint and tried to imagine subways and skyscrapers using this device but i have come up with nothing.

    it the tool used to open the utilty door thing inside an elevator?

    It is a fence tool, used to tighten loose fence wires by using the prongs to twist it and then nailing a staple into/over/through the loops and into the pole to hold everything tight.

    I was in a public restroom the other day that had screws with to holes in the head instead of a slot, star or hex. I suppose it could be used for something like that but that seems a little clunky. I'm sticking with fence wire coiler thingy.
