    Look all anyone has to do to be legally qualified to to be a citizen over 35. That ain't what we are arguing about, is it? But to be qualified to earn citizens votes, they need to demonstrate other qualities like . . . are they competent, proficient, experienced, and skilled at the things required to run a government.
