This amounts to Trump’s opinion, and is a matter of debate among constitutional scholars. The Supreme Court ruled in 1988 that the appointment of an independent counsel was constitutional, but the rules and circumstances were a little different then. And the Supreme Court has not spoken directly on the constitutionality of current regulations for special counsels.

The findings of this investigation will effectively change no ones opinion. The media controls the message and its clear theyd never exonerate him. Yet if trump survives he likely gets reelected. That's the costs of this entire charade.

The muzzled Americans will again speak at the ballot box and the tears will continue to flow while America hopefully regains more of its superiority. A really bad word for some.

Beyond that, Congressional libs have now set themselves up as a prosecutorial branch and investigative authority, neither of which are under their purvey. They have a job for which they get paid by us, the taxpayers. They need to be held accountable for that and not for this incessant drive to remove Trump from office.
