The intel community just released indictments that had to pass through a court and a grand jury, the evidence had to be sufficient to file charges. The intel community released their findings, the Senate Intel Committee concluded the same and now we have 13 indictments that detail exactly how the Russians carried out their hacks. But you refuse to believe them. You don't have to be a liar to be misinformed or ignorant.
