Yep. Instead of giving him short/intermediate passes creatively designed so that the primary receiver is open, to help build confidence and experience, they give him nothing except on 3rd down when teams are going to send the house and he has no chance. Every now and then, they'll sneak in a play action, one man, deep route (Dural) on first down but that's only going to work once every 50 or so times.
