i am not sure. you tell me. is it one? i think its more than one. also it makes a big difference what sort of weather. winter storms are far rarer than whatever else you are referring to. also people should prepare better. have a wood stove or gas fireplace. its not difficult. my power went out too. i didnt die i have a natural gas heater.
