Because they are threatening intent rather than just doing it when in their threat, they claim damages. When you announce damages, you don't do so in a threat, you file and reverse the threat, not make it want to go away. My read, anyways.
unless dominion has nothing to hide,.. and wants to show everyone their systems were safe and trump and his people just made up lies about it
