The Democrats held the majority in both houses of congress starting with the 2006 election. They could have easily stopped any foolishness from the GOP but they chose not too. They are just as guilty as the republicians for this mess.
That means after 2006 he finally smartened up a bit. President's should veto almost everything. The things they shouldn't veto are measures that unwind all these government boondoggles you love so much.
Because they know if Hussein gets re-elected they are going to be taxed and regulated to death. They are scared to make a move.
