We should develop a D with no linebackers. That way we can avoid this happening every year for the last 30 years.

This bullshit has to stop immediately, the only way to do this is to start beating Bama and winning the SEC sometimes. LSU will definitely lose out on two, probably three of the top 5 in state players to Bama. The fence is seriously broken. Hopefully LSU can flip Parker, pick up Gay, and hopefully Chaisson, this could be an excellent class. Even then, we should not be losing out on top tier in state players on a regular basis.
Is it more of a case where the recruiting landscape has just changed, no longer governed by state lines? Look at Florida for a second. If you look at the top 20 in state you'll find LSU, Bama, ND, FSU, Miami, Ohio State, Michigan, and A&M. (I may be missing a team, or two there.) It looks like UGA is going to hold on to at least five of their top 10 in state. The other five are currently spread out between four other teams including Stanford having Georgia's number one ranked recruit. Out of the schools in Texas, only two have a commit from one of the top 10; A&M and TTU.
That's not a new development, top teams have been poaching Louisiana, Florida and Texas for decades. What has changed is Alabama’s dominance and now thay also have the ability to poach La. Sabans connection with La high school coaches also helps tremendously. It use to be Miami, michigan and Florida state now its mostly bama getting La kids, but its been happening a long long time.
